Microsoft has several fixes for the problem - search for "disk cleanup hangs" on Technet (www.microsoft.com) - they have a few tech notes on the issue.

I'm probably missing something...I get solutions for fixing defrag..it tells me to run disk cleanup ...but I can't...sorry if I'm so dumb...but disk frag is fine..I can not run "disk cleanup" ..can you be more specific...I know I am missing the point somehow

More info I cleaned the cache..still no luck

The "Compress Old Files" part of Disk Cleanup doesn't work on some XP installations for some reason.  The last time I researched it, no-one knew why it happens.

Microsoft have provided a workaround rather than a proper fix:
KB812248
