I was wondering if there is a program out there or somewhere in Win98 or Win XP Pro to make shortcuts for certain things to happen?

e.g. I press Control + C and it closes a certain program running

You get me?
Any help would be greatly appreciated

A programmable keyboard is the best option.  There are also programmable mice as well these days.

You can assign hotkeys to shortcuts to make programs launch.  Similarly you can end tasks using a shortcut (and assign a hotkey for that too)

Windows 2000 and XP Professional come with a utility for killing off tasks (taskkill), for XP Home you need to download a separate utility.  These can also be used in a shortcut, which can subsequently be assigned a hotkey.

To assign hotkeys for shortcuts (either in your Start menu or elsewhere):
1) Right-click on the shortcut
2) Select Properties
3) On the Shortcut tab, enter whichever hotkey you want to use to launch that shortcut.
