Lock out with CD ROM

The CD ROM drive on 2000 will take a long time to open or close and will in fact lock out for several minutes before accepting the eject or open command.  It is not a hardware problem because the drive works fine on the other OS, ME in the same tower and physical hard drive.  The System details shows no problems at all,  No other CD Drive is connected, and nothing is known to be running other than standard Windows operation programs.  SpyBot turns up nothing either.
