In a machine I am working on neither cd burner will read anything.  I have uninstalled drivers, there is no 3rd party burner installed.  What could it be?

Do they show up in the BIOS menu of drives? or in Device Manager?

Have you checked the cable(s)?

Yes, the device manager says they are working fine.  They open up.  The green light flickers like it is trying to work and then nothing.
