Anyone Familiar with This?

I found this on Ebay, a "reinstalation" disk that has no key.  Supposedly, the key must come from another genuine Windows OS key and will be accepted.  I have seen discussions of this on other forums and have not seen any rejections, just suspicions.  Anyone?

I just received a return email on Saturday, would you believe from the Ciet link that said all I need is a genuine COA key.  They have a disk for only $28.00.  Is this too good to be true or what?   ???

(Later:)  The fact is that the COA key must be the one for the particular MS version.  They use an algorithm generator to come up with legitimate keys.  Unless you have a key that either is legitimate or has been generated by some illegal program, the installation CD is of no value.  The BIOS is examined to determine if the key is allowed with that particular computer.  Apparently, some actually get through without incident while others are stopped.
