By limiting yourself to someone in the geographical area close to you, you're severely limiting the number of people available. I can certainly understand why you'd want them close, but sometimes, especially when dealing with software and web development, the ability to touch and see the person is fairly overrated.
I live in Kingston, Ontario, Canada, so commuting is certainly out of the question, but I posess those skills and would at least be interested in learning more about your project, even if you still want someone in your area to do the actual work. You can never have too much free advice ;)
