Obtaining Windows XP Hot-Fix

Is there a way to download Q329059 from Microsoft?

I don't understand their "support costs" etc.  Windows XP came pre-installed on my computer, and so it's up to the OEM to provide support, yet they don't have this hot fix (?!?)

I don't see why MS can't just offer these "untested" hotfixes on a Beta website.
