Hi,
I use for work an IBM ThinkPad T40 with Windows XP, sometime ago I was trying to change something and this caused the entire bottom bar of the screen to become much larger. This includes the Start Button all the icon for the quick launch and any minimized programs that I might use. I have tried to change the resolution of the screen but that is not the issue, because the shortcuts that I have on my desktop are the right size. The problem is just with the bottom bar.

Is there any settings somewhere?

Thanks

Try this:
1) Right click on an empty section of the Taskbar and deselect "Lock the taskbar".  Dotted areas should appear to the left of the main taskbar area and the Quick Launch toolbar
2) Right click on the dots to the left of the Quick Launch bar, and select View -> Small Icons
