You can implement flow chart engine's in:
WinWord, Excel, Powerpoint, Publisher...and many other word based programs.
 The normal way that you would be able to implement one is to click on the button that says 'auto shapes' then click on 'flow chart' there is not a program that i know that will build and complete aflow chart for you.
      (In Excel, Powerpoint, publisher and others; you may need to select the menu bar by right clicking on the area where all the controls are, the heading should be under 'Drawing')
      Microsoft word will have the 'Drawing' tool bar already up.

OK, I was thinking of something else. But if flowcharts is whats wanted, Microsoft Visio is great.
