Software for re-syncing auvio/video stream from the net?

Ive had some frustration lately with watching some streaming videos
from the net. Many times the video and audio are out of sync. I imagine its due mostly to recording equipment/methods. Is there any  nifty little tweaking program that when i go to a sight with out of sync clips i can re-align the audio/video? Ive looked, but to no avail.
