Is there any way to utilize Mandrake Linux stability for downloading Windows program files and transferring to disk, or will the disk file storage also be in standard Linux format and not retrievable for Windows use?

Files are files - binary or ASCII - regardless of operating system.  It doesn't matter what you download them with - Windows, Linux, MacOS, etc.

You will have to have a way of getting the files from the Linux system to the Windows - either through SMB/CIFS (Samba) running on the Linux machine, or by ftp -- but you can easily download files on one OS for use with another.
