Viewing Movies via TV Out - Help!

I have a Daytona Geforce FX5200 with a tv out socket.  I went to local computer shop and bought required lead to connect pc to big screen tv for dvd viewing and vhs recordings of dvd for my parents who live on a small island on the west coast of scotland (Never heard of DVDs out there yet!) but when I connect the scart to the back of the tv it seems to have no effect. Ive tried it through AV and even tuned the normal channels without success.  Im sure the TV out is enabled as when I try to view copy-protected commercial dvd's WIN DVD tells me it cant play them due to the tv out being enabled.  I've searched and cant even find and option to disable or enable it!  So Im hoping Ive not wasted ?18.99 for a useless cable.  The guy in the shop insist its the right cable, I even resorted to drawing the outout just to check! Getting desperate now eh?
I know not with which weapons World War III will be fought, but World War IV will be fought with sticks and stones.
