Optical Drive only recognizes disks sometimes

The optical drive in a cutomer's laptop is really acting up. However, I don't think it is the drive anymore, as I replaced it, and the new one does the same thing. The disk seems to spin, but when you go to access it, it just appears as no disk is in, except that it doesn't give a no disk is in error message. It seems to do it a lot, but when the disk does work, it functions fine. Could this be a controller dying, or software?
