problems with cd-rom

I went to help a friend with a cd-rom issue,but ran across something I haven't seen..
He is running win98 and none of his cd rom devices are seen by the system.. No icons in My computer for the drives. Nothing showing up in device manager.. I checked the jumpers and IDE cables everthing hooked up properly. Power is good. Bios does see the drives on secondary channel.. Not sure what else to check..  
Any help would be appreciated.

If there's an option in the CMOS setup to clear the PnP settings (sometimes called NVRAM or XCMOS), try that - corrupt PnP information sometimes confuses Windows.

Alternatively, try booting in Safe Mode to see what shows up.
